VMware vSAN itself does not include fast cloning capabilities.

Cloning operations actually copy all the data to provide a second instance. When cloning a running VM on vSAN, all the VMDKs on the source VM are snapshotted first before cloning them to the destination VM.

VMware vSphere however does provide Instant Clone technology, which enables you to clone a VM instantly both from CPU and a memory stance.
