vSAN iSCSI Service enables hosts and physical workloads that reside outside the vSAN cluster to access the vSAN datastore by providing highly available block storage as iSCSI LUNs. The physical workloads can be stand-alone servers, Windows Failover Clusters (including MSSQL) or Oracle RAC.

vSAN iSCSI Service does not support other vSphere or ESXi clients or initiators, third
party hypervisors, or migrations using raw device mapping (RDMs).

vSAN 6.7 and upwards support Windows Server Failover Clustering (WSFC) by building WSFC targets on top of vSAN iSCSI targets. vSAN iSCSI target service supports SCSI-3 Persistent Reservations for shared disks and transparent failover for WSFC. WSFC can run on either physical servers or VMs.
