Microsoft continues to promote its Cloud OS vision, that aims to provide customers with one consistent platform for infrastructure, applications, and data - spaning across customer datacenters, hosting service provider datacenters, and the Microsoft public cloud.
In simplified terms Microsoft wants to provide a common management layer with the components of System Center 2016 that manages not only your private cloud (hosted e.g.on WS 2016) but also public cloud instances (based on Azure) or any hybrid scenarios where you combine on-premise and off-premise cloud resources.

Private Cloud:
The core components of Microsofts private cloud are provided by Windows Server (e.g. Hyper-V provided by 2016) and System Center 2016 for the management of this environment. (For details see: Private Cloud)

In 2017, Microsoft will deliver Azure Stack which is Microsoft Azure in your datacenter. It will not use SYstem Center has a management point. Instead, Azure Stack will use SDC, SDS and SDN management point (eg: network controller, storage spaces direct and Hyper-v). Azure Stack will be sold in CPS format)

Public Cloud:
Microsoft Azure is Microsofts public cloud computing platform (separate offering - not included in Server 2016 or System Center!). It primarily started out as a PaaS environment used to built applications with different programming languages, tools and frameworks through a network of Microsoft-managed datacenters. Today Windows Azure provides various services for both Platform as a Service (PaaS), Infrastructure as a Service (IaaS) services and a range of associated services. (For details see: Public Cloud)
